IFB 26-067 FLU/PCR, CT/NG PCR and HCV/PCR Testing

The New York State Office of Mental Health, specifically the Nathan S. Kline Institute, is soliciting proposals for a five-year contract running from March 1, 2027, to February 29, 2032. The selected vendor will provide an all-inclusive molecular qPCR Analyzer capable of fully automated Covid/FLU/PCR, CT/NG PCR, and HCV/PCR testing. The system must operate on a single shift six days per week, featuring closed-tube cap-piercing sampling, a minimum throughput of five samples per hour, and bi-directional interfacing with the Cerner Millennium LIS. The contract includes the provision of the analytical unit, dedicated peripheral PCs and printers, all necessary reagents, calibrators, quality controls, consumables, and spare parts, as well as all costs for installation, validation, and training. Award will be granted to the responsive and responsible bidder offering the lowest total bid amount who meets all mandatory requirements, including a minimum of five years of experience in the field and no history of New York State contract terminations for cause within the last three years. In the event of a tie, the bidder with the longest business history will be selected. Bidders must submit electronic proposals by December 3, 2026, including required certifications such as Form ST-220 CA and sexual harassment prevention affirmations. The contract requires participation in the New York State Office of the State Comptroller's electronic payment program, with payments generally due thirty days after the submission of a proper invoice.
