IFB 26-07 Ranger Shipyard Repairs

Massachusetts Maritime Academy is soliciting bids under solicitation number BD-27-1070-MMA01-PURCH-134561 for the dry docking, related inspections, and repairs of the Training Vessel Ranger, a U.S.C.G. inspected school ship. The contractor is responsible for providing all necessary equipment, labor, parts, and materials. The project timeline requires the vessel to be available on December 11, 2026, with the haul-out occurring no later than December 18, 2026, and final completion by February 19, 2027. Core requirements include hauling, blocking, shoring, and relaunching the vessel, with the contractor maintaining the ship out of the water until all dry-dock items and the U.S. Coast Guard hull inspection are complete. Specific tasks include hull zinc replacement, painting of ground tackle and cleats, and rudder shaft packing inspection, with optional services available for cooling system coolant replacement, gunnel repairs, and main deck coating using International Interthane 990 deck red. To be considered responsive, bidders must submit a complete package including bidder information, tax compliance, non-collusion certification, debarment and suspension certification, a price proposal, and three institutional references. The vendor must comply with non-discrimination laws, conduct criminal background and sexual offender registry checks on all personnel, and indemnify the Academy against patent infringement and other damages. Records must be maintained for seven years following final payment. The Academy reserves the right to amend or terminate the contract with or without cause, and the vessel shall not be launched until authorized by an Academy representative.
