IFB 26C401001 - Central Division Evidence Impound, Tow, & Storage Services Contract

The Department of the California Highway Patrol is soliciting bids for contract 26C401001 to provide evidence impound tow and storage services for the Central Division Area Office on an as-needed basis. The anticipated period of performance is from May 1, 2027, through April 30, 2030, with a budgetary limit of 110,000 dollars. Award will be granted to the lowest responsive bidder based on a total bid price comprising tow rates for light, medium, heavy, and super heavy-duty vehicles, storage rates for standard and commercial vehicles, and call-out post storage inspection rates. While the Disabled Veteran Business Enterprise participation requirement is waived, incentives remain available for DVBE, Small Business, Microbusiness, and Nonprofit Veteran Service Agency participants. Eligible bidders must be Rotation Tow providers in good standing with the CHP Central Division Area Office and must not have faced suspension within the last year. The contractor is required to perform at least 75 percent of the work, with subcontracting capped at 25 percent. Key requirements include maintaining a valid driver's license, local business licenses, and liability insurance per Exhibit E. All personnel must pass fingerprint and driver's license checks via the FBI and California Criminal History Information System and must wear identifiable uniforms and approved safety reflective clothing. The CHP will conduct at least one annual Level One inspection of all tow trucks, with the right to perform unannounced inspections during business hours.
