IFB 7300-26-011 - Interpretation and Translation Services for Indigenous Languages

The Agricultural Labor Relations Board of California is seeking qualified contractors to provide on-demand in-person and virtual interpretation and translation services in various indigenous languages, including but not limited to Mixteco and Zapotec, to support legal proceedings, farmworker interviews, public board meetings, and hearings across the state. Services must be delivered either physically at ALRB offices and remote locations or via videoconference using Microsoft Teams and Zoom, with interpreters required to be professionally qualified, culturally competent, and fluent in the requested languages. The contract encompasses both simultaneous and consecutive interpretation, as well as accurate document translation that preserves the original intent, style, and tone. Contractors must submit detailed language lists and cost sheets as part of their bids, and all personnel must adhere to strict ethical, professional, and confidentiality standards outlined in mandatory exhibits. The contract term is thirty-six months, with services anticipated to begin on August 1, 2026, and performance expected across designated California regions as specified in the Scope of Work. Bids are evaluated based on the lowest cost and responsible bidder, with multiple awards planned and tie-breaking conducted by a coin toss if necessary. All submissions must be emailed electronically no later than July 8, 2026, at 5:00 PM, adhere to a strict file naming convention, and not exceed 50 MB in size. Mandatory attachments include the Payee Data Record (STD 204), Contractor Certification Clauses, Bidder Declaration, Darfur Contracting Act Certification, California Civil Rights Law Certification, and a signed Ethical Standards Attestation. Contractors must carry general liability insurance of at least $1 million per occurrence and $2 million annual aggregate, maintain workers’ compensation insurance as required by California law, and comply with the Drug-Free Workplace Act, ADA, and nondiscrimination regulations. Invoicing is limited to quarterly submissions in arrears and must include line-item details of hours or words served, along with the contract number. Payment is contingent upon invoice approval and satisfactory completion of services, with corrections for errors required at no additional cost to the state. ALRB does not guarantee any minimum volume of work, and late arrivals by interpreters may result in a 10% discount on contracted rates.
