The Agricultural Labor Relations Board is seeking contractors to provide in-person and virtual interpretation and translation services on an as-needed basis throughout California, with a focus on languages including Spanish, Punjabi, Cantonese, and Mandarin. Services must be available for legal conferences, hearings, farmworker interviews, and public board meetings, delivered via Zoom and Microsoft Teams for remote interpretations, and include professional translations of written documents with corrections to word choice, syntax, and grammar to preserve original intent. The contract has a maximum value of $90,000 with no guaranteed minimum volume of work, and services are to commence on August 1, 2026 or upon final execution. Pricing is structured by service type—such as in-person and video remote interpretation during weekdays, weekends, after-hours, and overtime—as well as translation by word, with billing increments of thirty minutes beyond one- or two-hour minimums. Contractors must submit detailed cost sheets and language lists, meet mandatory certification requirements including Payee Data Record, Contractor Certification Clauses, California Civil Rights Law compliance, and Darfur Contracting Act certification, and adhere to strict electronic bidding protocols with a 50 MB file limit and specific naming conventions. Bids are evaluated based on responsiveness, and awards will go to the lowest responsive and responsible bidders, with multiple contractors potentially selected and ranked by bid price; ties are broken by coin toss. The contract includes stringent insurance requirements of $1,000,000 per occurrence and $2,000,000 annual aggregate, workers’ compensation coverage under Labor Code Section 3700, and compliance with the ADA, Drug-Free Workplace Act, nondiscrimination statutes, and state sanctions regarding Russia. Interpretation personnel must arrive fifteen minutes before scheduled events, and late arrivals by five minutes or more may result in a ten percent payment discount. All subcontractor arrangements must be disclosed, and DVBE participation is tracked with records retained for three years. Invoicing must be submitted quarterly in arrears to the specified address, include the contract number and itemized service logs, and is subject to prompt payment terms as defined by Government Code Chapter 4.5.
