IFB No. 126924 Addendum 1 - Tree Trimming Services

The contract solicits tree trimming services for the California Employment Development Department facility located at 130 East Ortega Street, Santa Barbara, CA, under Solicitation Number 126924, with a response deadline of June 3, 2026. The work is scoped to include comprehensive pruning, safety trimming, power line clearance, hazardous tree identification, stump grinding, debris removal, and tree replacement where necessary, all performed in accordance with industry standards from the International Society of Arboriculture, ANSI, and the National Arborist Association. Performance is required to commence on September 1, 2026, and conclude by June 30, 2027, with all inspections and final acceptance occurring on-site. Contractors must hold a valid C-49 state contractor’s license and comply with a suite of state-specific certifications under the Contractor Certification Clauses (CCC 04/2017), which include drug-free workplace requirements, labor compliance, Americans with Disabilities Act adherence, conflict of interest disclosures, and Sweatfree Code of Conduct assurances. The contract is contingent upon state legislative appropriations, and the agency retains the right to terminate or amend the agreement with 30 days’ notice if funding is unavailable. Proposals must be submitted either by mail to the Sacramento office or electronically via email to BOPSDContractsExternal@edd.ca.gov by the deadline and must include a completed Cost Proposal, Bidder Declaration with socioeconomic certifications, signed Contractor Certification Clauses, STD 204 and STD 205 Payee Data Records, Darfur Contracting Act Certification, and proof of valid licensing. Preference adjustments of up to 5% are applied to bids from Small Business, Microbusiness, Nonprofit Veteran Service Agency, and Disabled Veteran Business Enterprise entities, with DVBE participation receiving further incentive adjustments based on actual involvement. The contracting agency requires daily site cleanup, adherence to OSHA and California labor codes, and named additional insured status on all insurance policies. On-site supervision by a qualified representative must be maintained throughout the work period, and subcontracting is permitted only with full disclosure and proof of commercially useful function. Invoicing must be submitted manually via triplicate paper invoices to the designated remittance address, with no electronic systems such as WAWF authorized. The EDD retains full authority to inspect and accept work, and failure to correct deficiencies or to comply with certification requirements may result in termination for cause, including violations of sanctions, false statements, or failure to maintain insurance.
