IFB - Snowplow Truck Training Simulators with software maintenance and support

The Illinois State Toll Highway Authority is soliciting bids for the procurement of two mobile training centers, each equipped with a snowplow truck training simulator. These standalone systems are designed to train drivers on operating dump trucks with front, wing, and tow plows, featuring 4K LED displays, force feedback steering, and vibration feedback. The hardware must be housed in trailers at least 24 feet long with HVAC and power generators, delivered to the Tollway Central Shop in Downers Grove, Illinois. The total contract term is six years, consisting of one year for the build and delivery of the units and five years of subsequent software maintenance and support. Additional requirements include 480 hours of project management implementation services and a three-day on-site Train the Trainer program for approximately 35 staff members. The contract will be awarded to the lowest priced responsive and responsible bidder based on the total price for the initial term. Bidders must submit all proposals electronically via the BidBuy portal, including required vendor disclosures and offers to the State of Illinois. Compliance with the Illinois Information Technology Accessibility Act, the Illinois Human Rights Act, and various state certifications regarding equal opportunity and taxpayer identification is mandatory. While bid and performance bonds are not generally required, the State reserves the right to request a performance bond to ensure contract fulfillment. The resulting agreement may be partially or totally funded with federal funds and is governed by the laws of the State of Illinois.
