The Sowing Enriched and Enhanced Datasets (SEED) Grant Program, administered by the Indiana Office of Technology's Geographic Information Office, provides non-competitive funding to Indiana counties to improve the quality of local spatial datasets. Grant awards range from 5,000 to 30,000 dollars per county, with a maximum of eight awards granted per month. The program prioritizes projects in three tiers, with the highest priority given to address ranges, alias street names, address point data, and street centerline data. Secondary priority is given to parcel data and incorporated community boundaries, while the third tier covers various administrative boundaries and GIS reconciliation for MSAG and ALI. To receive funding for lower-priority projects, applicants must verify that all higher-priority data layers meet the success criteria defined in the Notice of Funding Opportunity. The application period is open from October 14, 2024, to January 6, 2026, with a performance period of one year from the date of contract execution. The IGIO utilizes Datamark's Validate, Edit, and Provision (VEP) system to assess data quality, uniformity, and completeness. Funding is distributed through a three-milestone approval workflow, with reimbursements released in increments of 25 percent, 50 percent, and 25 percent upon the successful upload and approval of GIS data that meets strict technical specifications regarding coordinate systems and geometric error standards. Applicants are required to submit detailed activity and financial reports through the eCivis Portal to secure these payments.
