IMPORTANT NOTICE TO BIDDERS:
Two Phase Selection Process: This is the first phase (Phase One) of a two-phase competition. The first phase will evaluate the qualifications of all bidders. The second phase, (Phase Two), will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. Upon award of a contract in Phase Two, the pre-qualification list resulting from the first phase will expire and will not be used in any other solicitation.
Bidders are required to submit bids electronically using Canada Post Corporation’s (CPC) Connect application for the subject bid solicitation. This service allows bidders to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Please refer to Instructions to Bidders 3. Submission of Qualifications for additional details.

Work Description:
The Work under this Contract comprises, but is not limited to, the provision of all labour, materials, services and equipment necessary for the replacement of the main perimeter gates facing 76th Avenue at the Immigration Holding Centre at 13030 76th Avenue, Surrey, BC, in strict accordance with specifications and accompanying drawings and subject to all terms and conditions of the contract and all applicable codes and regulations. The Work cover under this contract includes, but is not limited to the following items covered further in the Contract Document:
Demolition of the existing gates and replacement with new gates. Structural foundation required for new gates. Electrical power and security system. Paving remediation as a result of installation of new gate.
The Work to be carried out in phases to ensure the security of the perimeter is not compromised.
The Work will be completed by technicians (in-house employee or subcontractor) that are trained and certified by Lenel and Commend.
The Work will be completed by equipment installers licensed in the province of British Columbia.
The Contractor must perform and complete the Work within sixteen (16) weeks from the date of notification of acceptance of the offer.
THIS DOCUMENT CONTAINS A SECURITY REQUIREMENT: The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of RELIABILITY, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
The Contractor/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid personnel security screening at the level of RELIABILITY STATUS, as required, granted or approved by the CSP, PWGSC
Value of Project: To assist with bonding and insurance requirements, this project is estimated to cost between $100,001 and $500,000.

Firms that elect to base their bids on tender (solicitation) documents obtained from other sources do so at their own risk and will be solely responsible to inform the tender calling authority of their intention to bid.
