INTRODUCTION
This is a solicitation for commercial items prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Part 12 as supplemented with additional information included in this notice.

SMALL BUSINESS SET-ASIDE

DESCRIPTION
The US Geological Survey (USGS), Western Fisheries Research Center (WFRC), requires services for the upgrade of the Infectious Hematopoietic Necrosis Virus (IHNV) genotyping program as described in the attached Statement of Work (SOW).

The USGS requires a base year and one option year.

RELEVANT INFORMATION
The North American Industry Classification System (NAICS) code 541990 All other Scientific and Professional Services and associated size standard $19.5 million applies to this announcement, along with Product Service Code B516 Special Studies/Analysis - Animal/Fisheries.

EVALUATION OF QUOTES
Quotes will be evaluated by Tradeoff.
Evaluation factors include Experience, Technical Capability, Past Performance, and Price. See Provision 52.212-2 herein for detailed information.

Offerors are to include a technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation as seen in the Evaluation Factors (see Attachment). This may include resumes/CVs, references, and other documents, if necessary.

ESTIMATED PERIOD OF PERFORMANCE
Base Year: 10/01/2026 to 09/30/2027
Option Year 1: 10/01/2027 to 09/30/2028
