Special Notice 24 August 2009 Reference: S5105A-09-R-0005 - HIS - Haystack Subscription In accordance with FAR subpart 13.5, the Defense Contract Management Agency (DCMA) intends to issue a sole source contract to IHS Global Inc. in the amount of $476,000.00 (base + four one-year options) under NAICS: 519190 - All Other Information Services for DCMA Information Technology Customer Service Organization (ITCSO). IHS Global Inc. will provide online subscription of the Haystack to 15 DCMA users. This is a follow-on requirement under current contract: S5105A-05-C-0002 which was established by using full and open competition to determine an appropriate database system/subscription that meet DCMA requirement. For the past five year, IHS Haystack has proven that it is the most appropriate subscription that meets DCMA users' requirement need. In accordance with FAR 6.302-1(2) IHS Global Inc is the only responsible source and no other services will satisfy the DCMA's requirement. IHS Global Inc is the sole and exclusive owner of IHS Haystack Subscription and the company does not distribute this service subscription through other resellers or distributors. This is not a request for competitive proposals. Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
