The United States Property and Fiscal Office for Illinois and the Illinois Army National Guard are conducting market research via a Sources Sought Notice to identify qualified small business vendors for military uniform alterations and tailoring services. The objective is to determine the availability of commercial vendors capable of providing precise custom tailoring and insignia attachment for Traditional Drilling and Active Guard Reserve personnel. Depending on the responses, the government may establish a Blanket Purchase Agreement for continuous regional needs, a firm-fixed-price commercial service contract for large-scale events, or utilize Government Purchase Card micro-purchases for low-volume requests. The scope of work includes comprehensive alterations for Army Green Service Uniform coats, trousers, skirts, and Heritage Tan shirts, as well as limited trouser shortening for Operational Camouflage Pattern uniforms. All services must strictly adhere to Army Regulations 670-1 and 700-84. A critical requirement is that pricing must not exceed the standard Army and Air Force Exchange Service rates, with specific maximum caps for tasks such as sleeve shortening, rank insignia attachment, and waist adjustments. Qualified vendors must demonstrate the capacity for either on-site mobile fitting and tailoring at designated armories during Unit Training Assemblies or the operation of a physical regional facility. Interested respondents must submit a capability statement detailing their company profile, socioeconomic status under NAICS 451130, technical capacity to meet military dress codes, and confirmation of their ability to operate within the mandated AAFES pricing caps.
