Illinois Waterway Project Office Steel Castings – Wicket Dam Components

The U.S. Army Corps of Engineers, Rock Island District, is seeking steel castings for the replacement of bottom wicket gate components at Peoria and LaGrange Locks and Dams on the Illinois River under solicitation W912EK26QA031. The contract requires the manufacture and delivery of 80 horse boxes, 160 quoin blocks, and 80 quoin stays, all made from cast steel compliant with ASTM A148 Grade 80-50 for the horse boxes and quoin blocks, and ASTM A27 Grade 65-35 Class 2 or better for the quoin stays. Each casting must bear a stamped heat number, and full physical and chemical certification reports must accompany the shipment to verify compliance. No CAD models or detailed blueprints beyond those in Attachment 1 will be provided, and non-destructive testing beyond material certifications is not required. Paint application is explicitly excluded from contractor responsibilities, as USACE personnel will apply coatings post-delivery. All items must be delivered FOB destination to the Peoria Project Office by no later than 52 weeks after contract award, with deliveries restricted to Mondays through Thursdays between 7:00 AM and 3:30 PM Central Time and requiring two weeks’ advance notice. The solicitation is a total small business set-aside under FAR 19.5, with a Lowest Price Technically Acceptable (LPTA) source selection method, meaning award will go to the offeror whose proposal meets all technical requirements at the lowest price. Subcontracting is limited to no more than 50% of the cost of work (excluding materials) for supplies, and any joint venture must ensure the small business partner performs at least 40% of the work. Contractors must provide their Unique Entity Identifier and CAGE code and comply with all SAM requirements, including electronic submission of invoices via the system.
