Health Canada's Mechanistic Studies Division is seeking high-throughput genome sequencing services to support four research projects focused on identifying environmental mutagens and evaluating occupational hazards. The contract requires the use of Illumina and Pacific Biosciences (PacBio) Revio platforms to sequence pre-prepared DNA libraries, genomic DNA, and RNA from human and mouse samples. Key technical deliverables include whole-genome sequencing, whole-exome sequencing with a minimum mean depth of 100x, and RNA sequencing with at least 20 million reads per sample. The resulting data will be used to characterize spontaneous and induced mutations and gene expression changes to improve toxicological testing and human health risk assessments. The contract follows a lowest evaluated price selection process based on mandatory technical criteria, including the provision of a no-cost quality control portal, cloud-based software for downloading bam and fastq files for at least 90 days, and evidence of validated sequencing workflows. The initial term runs from the date of award until March 31, 2027, with the possibility of four optional one-year extensions extending the performance period to March 20, 2031. All work is to be performed at the contractor's facilities, and the contractor must ensure that all sequencing and quality control are conducted by experienced personnel. Invoices are to be submitted electronically and will be paid within 30 days of receipt.

Full Description

The Mechanistic Studies Division (MSD) of Health Canada’s Environmental Health Research and Science Bureau investigates the pathways by which physical, chemical and microbiological agents can cause adverse health effects. To determine how chemical substances cause DNA damage that can lead to illnesses like cancer or inherited diseases, MSD requires high-throughput genome sequencing services utilizing Illumina and Pacific Biosciences (PacBio) platforms. The primary objective of this contract is to secure long-term high-quality sequencing services for pre-prepared DNA libraries and genomic DNA and/or RNA utilizing Illumina or PacBio Revio platforms for the full duration of projects funded until up to 2030-2031. This requirement encompasses the sequencing of multiple mouse and human error-corrected next-generation sequencing (ecNGS) DNA libraries, genomic DNA and/or RNA samples in direct support of four distinct research projects. These projects are distributed across the Division and funded through three separate programs. Collectively, they employ advanced genomic technologies to support public health protection by identifying environmental mutagens, evaluating occupational hazards, and improving toxicological testing methodologies. Specifically, this work will use ecNGS, whole-genome sequencing (WGS), whole-exome sequencing and/or RNA-sequencing approaches to detect and characterize both spontaneous mutations and mutations induced by chemical and environmental exposures in mouse and human DNA as well as gene expression changes. The resulting data will contribute to a better understanding of mutagenic mechanisms, exposure-related genetic damage, and the development of more sensitive and informative approaches for genetic toxicology and human health risk assessment.

RFQ#9783 Respirable Crystalline Silica Exposure Assessment
Solicitation # RFQ#9783
Management & Training Corporation (MTC) is seeking a qualified industrial hygiene consultant for a subcontracting opportunity to conduct a respirable crystalline silica exposure assessment at the Edison Job Corps Center in Edison, New Jersey. The primary objective is to evaluate potential silica exposure for 27 students and instructors within the Brick Trade training program, specifically during activities such as sand handling, fire clay mixing, and brick or tile cutting and grinding. The selected consultant will be responsible for performing site assessments of ventilation and housekeeping, implementing a personal breathing-zone air sampling plan, and comparing results against OSHA's action level of 25 µg/m³ and permissible exposure limit of 50 µg/m³. Key deliverables include a written report with laboratory results, exposure calculations, and a prioritized corrective action plan recommending engineering controls. This fee-for-service contract is awarded based on best value, evaluating consultant qualifications, technical approach, past performance, and total lump sum price. Interested bidders must submit a bid sheet, completed supplier packet (including W-9 and self-certification), proof of insurance, and three references by November 6, 2026. The opportunity is open to various small business classifications, including VOSB, SDVOSB, WOSB, and HUBZone. Compliance requirements include adherence to Service Contract Labor Standards under wage determination 2015-4193 Rev 32, FFATA reporting, and various FAR clauses regarding whistleblower rights, security requirements, and the Buy American Act. Invoicing is to be submitted on a weekly or bi-weekly basis.

Request For Proposal (RFP) for Pharmacological testing of novel stimulants, and synthetic cannabinoids.
Solicitation # 1000273405-1A
Health Canada is seeking proposals for in vitro pharmacological testing of novel psychoactive substances to support regulatory decision-making under the Controlled Drugs and Substances Act. The procurement is divided into two separate streams: Stream 2 focuses on evaluating the affinity, potency, and efficacy of thirty novel synthetic cannabinoids at CB1 and CB2 receptors, while Stream 3 involves testing fifteen stimulant compounds and three controls to assess dopamine uptake and release at DAT and VMAT2. The objective is to generate critical scientific data on these emerging drugs to better understand their risks and inform risk assessments for the Canadian population. The contracts are firm-price awards with maximum financial bids of 70,000 CAD for Stream 2 and 80,000 CAD for Stream 3. Evaluation is based on a weighted score of 70 percent technical merit and 30 percent price. Technical requirements include demonstrated experience in pharmacodynamics, peer-reviewed publications, and specific expertise with the relevant receptors or transporters. Awarded contractors must operate from their own laboratories, maintain all necessary controlled substance licenses, and provide a comprehensive safety plan for handling hazardous compounds. The performance period extends to March 31, 2028, with key deliverables including assay validation and final scientific reports due between 15 and 17.5 months after the contract award.
