PURSUANT TO FAR Subpart 5.2'Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institutes of Mental Health intends to negotiate and award a contract for an image analysis software/operational capability described generically in 3., above is offered as two off-the-shelf products, called Brainmaker, and Neurolucida 360 Studio, manufacturered by MBF Bioscience. The Dendritic Dynamics Hub (DDH) and the Section on Molecular Neuroscience (SMN) wish to purchase an image analysis suite, including software, use licensure, and associated hardware, for the purpose of analyzing immunohistochemically stained sections of rodent brain, and for blinded quantification of the density of dendritic spines in optical sections of living mouse brain after acquisition by two-photon endoscopy, and in optical sections of fixed mouse brain following various experimental manipulations in vivo.
