The purpose of this posting is to inform industry that the Army Contracting Command-Aberdeen Proving Ground, Huachuca Division (ACC-APG, Huachuca Division) intends to negotiate a modification to its existing Information Management Communications Services (IMCS) III Multiple Award (MA) Indefinite Delivery Indefinite Quantity (IDIQ), per FAR 6.302-1, as no other source of supplies or services will currently satisfy agency requirements, for contracts (W91RUS15D0003, W91RUS15D0004, W91RUS15D0005, W91RUS15D0006, W91RUS15D0008, W91RUS15D0009, W91RUS15D0010, W91RUS15D0011, W91RUS15D0012, W91RUS15D0016, W91RUS15D0017, W91RUS15D0019) to extend the ordering period by twelve (12) months, 15 December 2020 to 14 December 2021, to include FAR clause 52.217-8 which could extend ordering until 14 June 2022, in order to allow for sufficient time of the competitive follow-on acquisition. The Government intends to negotiate the extended ordering periods with the twelve (12) eligible vendors in accordance with the authority under Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1. These vendors currently provide services under the referenced MA IDIQ contracts. The Government has an immediate need for continuity of services and the contracts benefit the national defense by taking advantage of a unique and significant industrial accomplishment. The MA IDIQ contract holders are all small businesses that provide critical support services for the United States Army Network Enterprise Technology Command (NETCOM) for non-personal Administrative Telephone Services (ATS) and Information Technology (IT) support services consisting of unified capabilities, wired telecommunications, voice, video, and data services for their Network Enterprise Center (NEC) (formally called - DOIM) communication systems. NECs are responsible for executing and implementing Command, Control, Communications, Computers, and Information Management (C4IM) common-user policies, standards, architectures, programs, plans and budgets for communications and communications support, visual information, information assurance (IA), and automation support. NETCOM is currently working with ACC-APG Huachuca Division for the competitive follow-on acquisition, IMCS IV. There is an RFI posted on beta.SAM.Gov as Notice ID: W91RUS20-IMCSIV, which closes on Friday, 14 February 2020 for the re-compete effort in which interested vendors may submit responses. The MA IDIQs were awarded with the North American Industry Classification System (NAICS) code of 517110 - Wired Telecommunications Carriers (Superseded on October 1, 2019 by 517311- Wired Telecommunications Carriers). The Government's decision to modify the existing IDIQ is solely within the discretion of the Government. No solicitation package will be issued. This RFI is NOT a request for competitive quotations. However, responses received by 2:00 PM Eastern Standard Time (EST) 11 February 2020 will be considered for market research purposes only. THIS IS A REQUEST FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS INQUIRY. PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. THIS IS NOT A REQUEST FOR PRICING. PLEASE DO NOT SEND QUOTATIONS, AS WE ARE SEEKING INFORMATION ONLY. RESPONSES TO THIS REQUEST FOR INFORMATION WILL NOT BE RETURNED. THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT.
