Immunization Information System RFP

The State of Ohio, through the Department of Administrative Services and the Department of Health, is soliciting proposals for a contractor to implement a modern, commercial off-the-shelf Immunization Information System (IIS). The goal is to replace the current system with a scalable solution that aligns with CDC IIS Functional Standards and supports high-quality data capture and interoperability via APIs, specifically integrating with the IZGateway and the national Vaccine Tracking System. The scope of work encompasses system implementation, configuration, data conversion, and ongoing support, with a target implementation timeline of 12 months or less from kickoff to go-live. The contract utilizes a hybrid pricing structure consisting of firm fixed prices for development and implementation deliverables, annual costs for cloud services and maintenance, and a resource rate card for additional hourly work. Award selection is based on the highest total score, combining technical ratings, cost, and embedded Minority Business Enterprise (MBE) participation. Technical requirements include strict adherence to State IT policies regarding website standardization, digital accessibility (WCAG 2.1 Level AA), and the use of artificial intelligence. Additionally, the contractor must comply with HIPAA and FedRAMP Moderate standards, and key personnel must possess at least 36 months of relevant experience and have participated in at least one comparable public health project. Administrative requirements mandate that proposals be submitted electronically via the OhioBuys portal. The resulting agreement will be governed by a Master Cloud Services Agreement and a Master License Agreement, with a projected term extending through June 30, 2031. Contractors are required to maintain a comprehensive Quality Management Plan and adhere to specific security certifications, such as SOC 2 Type 2 or ISO 27001, to ensure the protection of state data.
