The United States Agency for International Development in Malawi (USAID/Malawi) plans to modify an existing contract with Social Impact, the current implementer of the Impact Evaluation of the Early Grade Reading Activity (EGRA) in selected districts of Malawi. This modification will increase the contract’s total estimated cost by approximately $500,000 to include conducting the Malawi 2017 National Reading Assessment. This assessment will serve as a critical foundation for baseline indicators under the USAID/Malawi Early Grade Reading Improvement Activity (MERIT). Due to the specialized nature of the work, the need to avoid significant delays and additional mobilization costs, as well as to maintain strong partnerships with Government of Malawi officials vital to the project’s success, USAID/Malawi has determined that continuing with the incumbent contractor is in the best interest of the U.S. Government. The contract modification is expected to be awarded by April 30, 2017. The statutory authority for this non-competitive award stems from AIDAR 706.302-70(b)(5), which allows for sole-source awards when switching contractors would incur substantial costs or delays. Although interested organizations may express interest within five calendar days of the notice, this announcement does not constitute a solicitation or request for proposals but is intended solely to assist the government in deciding whether a competitive procurement is necessary. The contract falls under NAICS code 541990, and the office managing the contract is located in Lilongwe, Malawi. Points of contact for inquiries include Svitlana Shkulova and Manale Jimu, Acquisition and Assistance Specialist.

Full Description

The United States Agency for International Development in Malawi (USAID/Malawi) intends to award a contract modification to Social Impact that currently implements the Impact Evaluation of the Early Grade Reading Activity (EGRA) in selected districts of Malawi. The proposed modification will increase the total estimated cost (TEC) of the Contract #AID-612-C-13-00001 by approximately $500,000. Under the scope expansion, the Malawi 2017 National Reading Assessment will be conducted and will be used as the basis for key baseline indicators under the USAID/ Malawi Early Grade Reading Improvement Activity (MERIT). Launching a competition at this stage of the activity would result in significant additional mobilization costs and unacceptable delays in fulfilling the Mission's targets. In addition, would likely impact the existing strong relationship with Government of Malawi Officials that are critical to activity implementation. Continuing performance with the same contractor is necessary to ensure that USAID/Malawi's education objectives are achieved and it is in the best interest of the United States Government. The statutory authority permitting the award without providing full and open competition is AIDAR 706.302-70(b)(5) and may be used for an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. The award of this contract modification is planned on or before April 30, 2017. Interested organizations may signify interest and capability to respond to the requirements no later than five (5) calendar days after issuance of this notice. This notice of intent is not a request for competitive proposals and no solicitation will be issued. A determination not to compete this proposed contract modification based on responses to this notice is solely within the discretion of the US Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for this proposed modification.
