AI Contract Overview
Hillsborough County intends to award a sole source procurement to Ring Power Corporation for the one-time purchase of implements for Caterpillar equipment at an estimated cost of $166,466.84. These parts are necessary for the Water Resources Department to support new Caterpillar equipment and perform repairs on existing and newly installed piping and appurtenances under a Florida Sheriffs Association contract. The procurement is justified under the County’s Procurement Policy because Ring Power Corporation is the authorized distributor for the contracted equipment, ensuring the required interchangeability and compatibility of the components. This notice serves as an intent to award rather than a request for competitive bids. Interested contractors who believe they can provide the required goods or services must submit clear and convincing information to challenge the sole source designation through the EUNA Procurement system. All challenges must be submitted by the deadline of August 26, 2026. The County will evaluate any timely responses to determine if bona fide competition exists; otherwise, the award will proceed as planned. The County also maintains the right to adjust the scope of services or increase the award amount based on changing requirements.

Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
