Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the Egyptian Navy by procuring the design, engineering, procurement, integration, testing, installation, training, and field service representative (FSR) services for AINTS platforms. The scope of work includes the delivery of specific hardware, including six V-BAT UAVs, six ESM (2-40 GHz) units, and six COMINT (2 MHz) units, along with unmanned surface vehicles (USVs) and spare parts. The contract is estimated for a three-year period of performance with an award window between June 2027 and June 2030. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, cost-reimbursement for travel and other direct costs, and Firm-Fixed-Price for materials and equipment. Award will be based on best value, where non-cost factors, specifically technical and management approaches, are significantly more important than cost. Due to the sensitive nature of the requirements, the Statement of Work is designated as Controlled Unclassified Information (CUI), requiring interested Department of Defense contractors to submit a signed Non-Disclosure Agreement to gain access. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years.
