This RFI is issued solely for information and planning purposes and does not constitute a request for proposals (RFP). Responses to this RFI are not offers and will not be accepted by the Government to form an agreement or binding contract of any nature. Information received may be used to assist DHS in creating an RFP and may be shared with other Federal agencies. The issuance of this RFI does not obligate DHS in any way to issue an RFP for the goods or services described in this RFI. If a solicitation is released, it will be via the Federal Business Opportunities Web site (http://www/fedbizopps.gov). Potential offerors should monitor that Web site for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All costs associated with responding to this RFI will be borne solely by the interested party. Not responding to this RFI does not preclude participation in any future RFP or broad area agreement (BAA). All submissions in response to this RFI become the property of the Federal Government and cannot be returned. Responses may be evaluated by Government technical experts drawn from staff at US-VISIT and other Federal agencies. The Government may use selected support contractor personnel to assist in the evaluation. These support contractors will be bound by appropriate nondisclosure agreements to protect proprietary and source-selection information. Submissions must not exceed a total of 60 pages, including an executive summary of no more than 3 pages, and a cover page. Responses will include conceptual and rough order of magnitude cost information. Respondents can limit the response to address specific items included in this RFI. To aid in government review, responses should delineate which items (A-H) are being addressed within the text of the response. Respondents shall include the following on the response cover page: A. Name, size, and principal place of business of the vendor. B. Name, address, e-mail address, and telephone number of the vendor representative to contact regarding all matters concerning this RFI. C. CAGE code and DUNS number, and business type by the associated North American Industry Classification System (NAICS). D. Whether or not the vendor is registered in the Central Contractor Registration (CCR) database. Responses must be prepared in: A. 12 point Times New Roman font; and B. Microsoft Word 2003 or earlier format, or Portable Document Format (PDF) compatible with Adobe Acrobat 7.0 or Adobe Reader 8.0. Responses must be submitted electronically to Keturah Tate @ keturah.tate@dhs.gov no later than 2:30 p.m. Eastern Daylight Time (EDT) on July 29, 2011. The response must be sent with RFI USVISIT clearly displayed in the subject line. DHS reserves the right to review late submissions but makes no guarantee as to the order of or possibility for the review of late submissions. In lieu of submitting questions responders should identify assumptions in their response. IV. Protection of Responses: RFI responses will not be returned. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED AS PROPRIETARY. To aid DHS, segregate proprietary information. DHS officials, other Federal agencies officials, or their support contractors cannot sign submitter nondisclosure agreements.
