The Naval Surface Warfare Center, Port Hueneme Division awarded a cost-plus-fixed-fee term modification to contract N6339424C0004 to General Dynamics Mission Systems Inc. (GDMS) of Pittsfield, Massachusetts. This award, valued at 60,811,614 dollars, provides in-service engineering and life cycle support for Command, Control, Communications, Computers, Combat Systems and Intelligence (C5I) systems for the Independence-class Littoral Combat Ship (LCS) in support of the Digital Engineering Department of NSWC PHD. The scope of work includes critical engineering, design, integration, test and evaluation, software development, testing and load, system upgrade and replacement planning, logistics product development and distribution, configuration management, and training systems for shipboard C5I equipment and components. This procurement was awarded without full and open competition under statutory authority 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2), as GDMS is the Original Equipment Manufacturer and Design Agent with unique proprietary data and infrastructure. The modification increases labor hour, material, and other direct cost ceilings due to higher burn rates from global events, the accelerated deployment of the Total Ship Computing Environment, and the decision to retain two LCS ships to full service life. The anticipated period of performance for these services extends from April 2024 through April 2027. The contract is classified under NAICS code 541330.
