Edwards AFB, CA intends to issue a sole source, firm-fixed price contract to GEODETICS 2649 Ariane Drive, San Diego, CA 92117, to provide required supplies. The anticipated contract will be a commercial firm-fixed Price (FFP) contract. The required items are as follows: 6 Each Geo ReiNav system upgrade. Update processor to current T30 module and mainboard to current Rev D for existing units 4604, 4605, 4606, 4607, 4617, 1618. Includes new batteries, updated system hardware/software and test. Shipping and handling for 6 units. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 13.106-1(b). This authority is supported by an approved limited source letter. The applicable NAICS code is 334511 and the size standard, as defined by the U.S. Small Business Administration, is 1,250 employees. This notice neither constitutes a Request for Quote (RFQ) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT AN RFQ AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. The AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
