Financial requirements include the ability to obtain payment and performance bonds and a current asset to current liability ratio of at least 1.1 for two of the last three fiscal years. The selection process emphasizes a record of reliability, integrity, and compliance with New Jersey state laws, including affirmative action and non-discrimination mandates.
