AI Contract Overview
The Basic Environmental Support Services IV contract is being expanded to increase the ceiling for its multiple award IDIQ vehicle, restricted solely to four pre-qualified 8(a) contractors who already hold active BESS IV task orders. This limitation on competition is justified under 10 U.S.C. § 3204(a)(1) due to the urgent need for uninterrupted environmental compliance services at Aberdeen Proving Ground, Maryland, where only these four contractors possess the necessary security badging, approved health and safety plans, and immediate on-site mobilization capabilities. Any attempt to open the solicitation to new vendors would risk a catastrophic lapse in mission-critical environmental functions, making the existing pool the only viable source of support. A sources sought notice was published on SAM.gov on July 1, 2026, but no external vendors responded with the capacity to meet the immediate operational and security requirements, reinforcing the necessity of maintaining the contract within the current 8(a) pool. The solicitation, designated JA-26-InstTech-0366, falls under NAICS code 541620 and is managed by the Department of Defense through the W6QK Acc-Apg Director office, with primary point of contact Amy Bowen and secondary contact Samantha Hayes.

Full Description
The Basic Environmental Support Services IV (BESS IV) is an 8(a) Multiple Award Task Order Contract (MATOC). Under 10 U.S.C. § 3204(a)(1), as implemented by RFO 6.103-1, agencies may contract without providing for full and open competition when the required services are available from only one responsible source, or for the DoD, from only a limited number of responsible sources, and no other type of services will satisfy agency requirements. This ceiling increase restricts competition to the limited number of responsible sources currently holding BESS IV contracts (a pre-qualified pool of four 8(a) contractors). Because these four contractors have already been deemed technically acceptable, possess active APG security badging, have approved Health and Safety Plans, and are currently mobilized on-site, they are the only sources capable of satisfying the agency's requirements without causing a catastrophic lapse in mandatory environmental compliance services. In accordance with DFARS PGI 206.104-71, a Sources Sought Notice/RFI was posted to SAM.gov on 01 July 2026. No responses were received from vendors outside the current MATOC pool capable of meeting the immediate mobilization and badging requirements.
