This contract seeks to procure environmental remedial action services primarily for Navy and Marine Corps installations, as well as other government agency sites, predominantly located within the Naval Facilities Engineering Systems Command (NAVFAC) Pacific area of responsibility, including Hawaii, Guam, and other regions. The scope covers actions at environmentally contaminated locations, ranging from Superfund National Priority List (NPL) sites and Base Realignment and Closure (BRAC) sites to other potentially impacted areas subject to regulations such as CERCLA, RCRA, and Underground Storage Tanks (UST) rules. The contract encompasses a wide array of tasks including removal and remedial actions, emergency responses, pilot studies, facility operation and maintenance, range and munitions cleanups, contamination assessments, and the handling of a broad spectrum of contaminants such as solvents, petroleum products, metals, PCBs, PFAS, munitions, and emerging hazardous substances. Work may occur not only within the NAVFAC Pacific jurisdiction but possibly elsewhere as directed. This is a Cost-Plus-Fixed-Fee, Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract with a base period plus four one-year options, featuring a minimum guarantee of $5,000 for the base period and a maximum ceiling of $245 million. It is a total small business set-aside under NAICS 562910, with a size standard of 1,000 employees, and will result in a single award. Award determination emphasizes best value, considering technical factors—including corporate and personnel experience, safety, and past performance—which collectively hold greater weight than cost. The solicitation is anticipated to be issued electronically around June 23, 2026, through the Procurement Integrated Enterprise Environment (PIEE) portal. No pre-proposal conference or site visit will be held, and offerors are urged to monitor the official website for solicitation updates. All responsible small businesses with relevant expertise are encouraged to submit proposals by the June 22, 2026 deadline.
