The Massachusetts Department of Developmental Services is establishing a qualifying list of providers for Independent Living Supports (ILS), also known as In Home Supports. These services provide one-to-one assistance for various activities, delivered for less than 24 hours per day, to help individuals live independently in the least restrictive community setting. The procurement is an open market solicitation with an anticipated duration of up to ten years, ending June 30, 2036. This is a rolling enrollment process, allowing unsolicited proposals to be submitted through June 30, 2035, with reviews conducted on a quarterly basis. To be deemed qualified and acceptable, providers must meet a binary scoring standard, receiving a point for every required response item, including a mandatory Supplier Diversity Plan. Evaluation factors include the organization's mission, experience with specialized populations, the approach to delivering ILS, and the strength of community partnerships. Awarded providers must obtain Approval to Operate from DDS/OQE and are subject to ongoing licensure and certification reviews. Additionally, providers must adhere to strict confidentiality and privacy laws, including HIPAA and various state regulations, and must complete comprehensive background checks, including CORI and DPPC registry screenings. All proposals must be submitted electronically via COMMBUYS following specific formatting and page limit guidelines.

Autism Housing Support Pilot
Solicitation # BD-27-1023-1023C-1023L-134723
The Massachusetts Department of Developmental Services is seeking qualified providers for the Autism Housing Support (AHS) Pilot, a program designed to provide housing navigation, stabilization, and tenancy preservation services for adults with autism who do not have a co-occurring intellectual disability diagnosis. The pilot aims to establish a network of skilled housing coordinators across five locations, including the Northeast, Southeast, Metro, and Central West regions. Services must be autism-informed and person-centered, focusing on sensory needs, communication styles, and routines, with the potential integration of remote supports and assistive technology. The estimated total value of the procurement is 4,000,000 dollars, and all services are subject to appropriation. The contract period is scheduled to run from January 1, 2027, through June 30, 2031. Award recommendations are based on a weighted scoring system that prioritizes housing support, experience with the autism population, and staffing. Providers must adhere to strict page limits for their responses and submit all documentation electronically via COMMBUYS by December 2, 2026. Key requirements for awarded providers include compliance with HIPAA and various state privacy laws, participation in a Community of Practice for data collection, and a mandatory financial commitment to the Supplier Diversity Program. Payment will be processed through the Mosaic accounting system. This is not a residential service, and costs for room, board, and facility maintenance are specifically excluded from the scope of work.
