Independent Test Agent Services

CISA seeks an Independent Test Agent to support Operational Test & Evaluation activities for acquisition programs in alignment with Department of Homeland Security policies and procedures. The contractor will be responsible for planning, executing, and documenting comprehensive test evaluations, including adversarial assessments, cyber resilience testing, and analysis of measures related to effectiveness, performance, suitability, and reliability. This includes active participation in test planning meetings, development of T&E documentation, and providing detailed analysis of red team results to inform decision-making. The contractor will also support government test readiness reviews, prepare and deliver operational test findings to stakeholders, and coordinate OT&E strategy with the Director of Test & Evaluation, ensuring all plans and reports are submitted in accordance with established guidelines. The work will be performed primarily in Arlington, Virginia, and the contract is specifically set aside for small businesses under NAICS code 541330.
