Independent Test Agent Services

CISA seeks an Independent Test Agent to perform Operational Test & Evaluation activities for its acquisition programs, ensuring compliance with DHS policies and procedures. The ITA is responsible for planning, executing, and documenting all aspects of OT&E, including adversarial assessments, cyber resilience testing, and evaluations of system effectiveness, performance, suitability, and reliability. The contractor must actively participate in test planning meetings, contribute to Test & Evaluation documentation, and provide detailed analysis of red team findings. Additionally, the ITA supports government test readiness reviews, develops and presents operational test results, and delivers briefings to key stakeholders. All OT&E strategies, plans, and reports must be coordinated with and submitted to the Director of Test & Evaluation.
