The Florida Gaming Control Commission (FGCC) is seeking a contractor to provide independent testing lab services to support its regulatory and investigative mission under Florida statutes governing gaming activities. The contractor will conduct comprehensive forensic reviews of gambling devices, offer expert consultation in drafting administrative rules, provide testimony and expert services during legal proceedings, and perform independent tests of slot machines in accordance with Florida Administrative Code Rule 75-14.038(1). The contract has a two-year base period running from July 1, 2027, through June 30, 2029, with performance required entirely within the State of Florida, and all deliverables must be submitted to and accepted by the FGCC’s Contract Manager. Proposals must be submitted in two separate volumes—Technical and Cost—each containing an original signed and sealed copy, two paper copies, and one electronic copy on physical media, with the Cost Proposal required to be in a separately sealed package. Electronic submission via email or fax is prohibited, and all proposals must be delivered physically to the Commission’s office in Tallahassee by the deadline of June 2, 2026. The evaluation process prioritizes technical qualifications, experience, and project resources with an 80% weighting, while cost is evaluated separately at 20%, with award based on best value trade-off rather than lowest price technically acceptable. The contractor must comply with mandatory certifications and assurances, including a Conflict of Interest Certification and a two-part PUR 2024 form affirming the absence of coercion in labor practices and that no commodities offered were produced using forced labor. An Affidavit - Notice of Trade Secret is also required to be submitted. The contractor must hold a valid Independent Testing Lab license under Florida Administrative Code 75-14.007. Inspection rights are broad, allowing the FGCC to access records, facilities, and services related to contract performance, with acceptance contingent upon satisfaction of contractual terms and compliance with state and federal laws. Invoicing is to be submitted monthly to the Contract Manager, and payment is subject to legislative appropriation with no specified accounting codes provided. The Contract Manager, Shane Phillips, serves as the primary point of contact and will manage contract administration, though no formal COR or COTR roles are designated. There are no FOB terms, no specific packaging or barcoding standards, and no reference to MIL-STDs, as this is a service-based contract. No page or word limits are imposed on proposals, but technical language
