The contract under solicitation SPE4A5-26-T-136G is for one unit of a liquid indicator, identified by NSN 6680016531029 and part number 32320S4, classified as a commercial off-the-shelf item. Delivery is required within 20 days after award, with FOB destination terms placing responsibility for transportation and risk on the contractor until receipt at the USS FT LAUDERDALE (LPD 28), FPO AE 09595. The item must be packaged per MIL-STD-2073-1E using preservation method 10 (desiccant drying), with no mercury or mercury compounds permitted in any preservation, packaging, or marking materials. Marking must comply with MIL-STD-129, using unit container E5, intermediate container E5, corrugated wrap material, and no cushioning. The contract prohibits intentional addition of mercury except in functional components like batteries, fluorescent lamps, sensors, or reagents specified by NAVSEA, requiring such items to have a secondary containment boundary. Sampling for acceptance follows MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise specified; attributes are to be classified as critical, major, or minor with corresponding verification levels or AQLs. Packaging and palletization must align with DLA’s RP001 requirements. The acquisition is subject to numerous FAR and DFARS clauses, including cybersecurity safeguards under 252.204-7012, trafficking in persons prohibitions, employment eligibility verification, and sustainable product provisions, all under a deviation affecting contract type and administrative clauses. The contract mandates electronic invoicing via WAWF and requires compliance with hazardous materials identification, foreign vessel restrictions, and SAM maintenance. No pricing is provided in the solicitation, and award is likely based on lowest price technically acceptable due to automated processing indications. All submissions must be made via DIBBS by May 20, 2026, and the required technical and quality requirements are defined by DLA’s Master List accessible via its official portal.
