AI Contract Overview
The contract solicitation SPE4A5-26-T-125P issued by the Department of Defense’s ASC Supplier Operations OEM Division seeks procurement of five units of pressure indicators (NSN 6685-01-536-5460) to be delivered within 135 days of award to the Defense Logistics Agency Distribution in Tracy, California. The contract is structured as a simplified acquisition under FAR clauses supporting fixed price or alternate contract types, with delivery FOB destination and stringent packaging, marking, and inspection standards. Packaging must comply with MIL-STD-2073-1E and DLA’s RP001 packaging requirements, which prohibit mercury or mercury compounds in all preservation and packing processes unless exempted by specific functional uses such as sensors or weapons. Marking standards follow MIL-STD-129, including bar-coding and labeling requirements, with no special markings requested. Inspection and acceptance are set at destination, with government responsibility, employing sampling methodologies under MIL-STD-1916 or ASQ H1331 to ensure critical, major, and minor attribute verification levels are met, applying zero acceptance of non-conformances unless otherwise specified. Technical and quality requirements incorporate the DLA Master List, NIST SP 800-171 cybersecurity standards, DFARS clauses for safeguarding covered defense information, and restrictions on the use of covered defense telecommunications equipment. The solicitation imposes necessary representations and certifications, including unique entity and CAGE codes, socioeconomic status disclosure, and affirmative reporting of use of covered telecommunications. It mandates cybersecurity assessments with varying risk levels, aligning with recent DFARS clauses requiring reporting and safeguarding Covered Defense Information (CDI). Hazard communication and material safety compliance per 29 CFR 1910.1200 and related statutes are enforced, with hazardous materials labeling and Material Safety Data Sheets submission required before contract award. Invoicing must be conducted electronically through the Wide Area Workflow system (WAWF), and all contract administration details such as payment, contracting officer, and contract administrator information will be finalized upon award. Offers are due electronically via the DLA Internet Bid Board System (DIBBS) by May 18, 2026, with a single point of contact provided for technical inquiries. The contract scope emphasizes strict adherence to federal acquisition regulations, DLA technical and packaging standards, and comprehensive cybersecurity requirements, ensuring conformity to government quality and security mandates for defense-related pressure indicator equipment.
