AI Contract Overview
The contract pertains to the procurement of one unit of an Indicator, Sight, Liquid, identified by NSN 6680008620996 and part number E287-942274, under solicitation SPE4A6-26-T-09XY. Delivery is required within 158 days of award, with FOB origin terms and inspection and acceptance occurring at the destination. The item is subject to stringent packaging requirements aligned with MIL-STD-2073-1E and marking standards per MIL-STD-129, with no special marking applied. Unit of issue is each (EA), and no quantity variance is permitted. Mercury and mercury-containing compounds are strictly prohibited in the hardware, preservation, packaging, and marking processes, except as explicitly allowed for functional components like batteries or certain instruments specified by NAVSEA, which must include secondary containment and be shock-proof. Sampling procedures must comply with MIL-STD-1916 or an equivalent zero-based plan, with undefined attributes treated as major and acceptance requiring zero non-conformances unless otherwise directed. The contract references the DLA Master List of Technical and Quality Requirements for all R and I numbered specifications, and configuration changes require formal engineering change proposals or variance requests. All items must be palletized per DLA packaging guidelines, and shipment is directed to the DDSP New Cumberland facility in Pennsylvania. This solicitation is a total small business set-aside under NAICS code 334519, with responses due by August 4, 2026, and was posted on July 27, 2026. The primary point of contact is Katisha Carter at the ASC Commodities Division, Department of Defense. The required delivery date is April 11, 2027, with a needed ship date of January 10, 2027. Item Unique Identification is not required per customer request, and DFARS 252.211-7003(c)(1)(i) governs this exclusion. Transportation logistics follow DLAD Proc Notes C19 and C20, and all packaging and preservation methods must exclude any mercury-based substances. The contract stipulates that the applicable version of the DLA Master List is determined by the solicitation issue date, and any amendments supersede prior revisions.
