Solicitation # 75D301-26-Q-79246
Solicitation 75D301-26-Q-79246 is an unrestricted, firm-fixed-price request for quotations for the procurement of two complete backpack-mounted mobile SLAM LiDAR scanning systems. These systems will be used by the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division to perform 3D mapping and deformation measurements of roof, floor, and rib movement within underground coal mine entries. Each system must include all necessary hardware, software licenses, protective transport cases, and initial training. Technical requirements emphasize a manufacturer-neutral approach, specifying a maximum scanner head weight of less than three pounds and capabilities for offline field data collection and core processing. The government will award the contract to the responsible quoter who is technically acceptable, meets the delivery requirement, and offers the lowest evaluated total price. Technical acceptability is determined on an acceptable or unacceptable basis using a minimum requirements compliance checklist and supporting commercial literature. Deliveries must be made to Pittsburgh, Pennsylvania, within 60 calendar days of the award. Quoters must provide standard commercial warranty information and comply with Section 508 accessibility standards. Additionally, any proposed system utilizing computer vision is classified as artificial intelligence use, requiring the submission of a comprehensive AI Use Compliance and Risk Management Plan to ensure data privacy and prevent unlawful discrimination. Quotations are due by September 21, 2026, at 9:00 AM ET.
