The contract pertains to the procurement of an indicator, temperature, under solicitation number SPRTA1-25-Q-0459, issued by the Department of Defense through the Oklahoma City DLA Aviation office. The solicitation, posted on August 8, 2025, invites responses until September 8, 2025, and is categorized as a combined type of procurement. Notably, there is no set-aside designation, indicating an open competition. The contract is expected to be of a size that does not exceed the simplified acquisition threshold, which influences the procurement process by allowing the waiver of the usual synopsis requirement under FAR 5.202(a)(13). This waiver is justified because the solicitation will be accessible electronically through the Governmentwide Point of Entry (GPE), and offerors can respond via electronic means, such as email, streamlining the process. The contracting activity is based at Tinker Air Force Base in Oklahoma, and interested parties can contact Howard Heflin for further details.

SUBJECT:  Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-25-Q-0459 for PR 24-02155 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:

  1. Is for an amount not expected to exceed the simplified acquisition threshold.
  2. Will be made through a means that provides access to the notice of proposed contract action through the GPE.
  3. Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.

Solicitation # SPE4AX27R0005
The Department of the Air Force, specifically the 421st SCMS at Tinker Air Force Base, is conducting market research via a Sources Sought Synopsis (Notice ID SPE4AX27R0005) to identify potential sources for the procurement of new spares for the F100 platform. This effort is an addition to the Pacer Talon Long Term Contract and focuses on the manufacture of multiple National Stock Numbers (NSNs) for OEM Pratt & Whitney. The specific requirements include 373 units of PN 4089078-03, 7 units of PN 4079076, 7,054 sets of PN 4085092, 1,123 units of PN 4083716-01, and 15 units of PN 4088313. Potential sources must be capable of providing all labor, materials, and equipment for the manufacture, inspection, testing, packaging, and shipping of these items. This is not a formal solicitation, and no funds are currently available for the information requested. The government is using this process to determine the best acquisition strategy and to evaluate if the requirement should be a competitive bid or a Small Business Set-Aside. Interested vendors, including large and various small business categories under NAICS code 336412, must submit their business information and a Source Approval Request (SAR) package via DoD SAFE by November 28, 2026. Qualification requires adherence to Manufacturing Qualification Requirements (MQR) and Engineering Data Lists (EDL), and vendors may be responsible for nonrecurring engineering costs to become an approved source. Performance will take place at Tinker AFB, Oklahoma.
