This contract involves the manufacture and distribution of Individual Equipment Belts and Ammunition Pockets identified by specific National Stock Numbers (NSNs). The procurement includes fixed quantities of 13,000 and 10,000 units for two types of individual equipment belts, and 6,850 units for the ammunition pockets. The acquisition will follow a Firm Fixed Price contract under the FAR 13.5 Test Program for Certain Commercial Items, with potential multiple awards to responsible bidders offering the lowest fair and reasonable prices. The contract requires a minimum monthly production capacity of 1,200 belts, with initial deliveries due 45 days after award, and a 120-day lead time for ammunition pocket production. Deliveries will be FOB Destination to designated organizations including Travis Association for the Blind, Peckham Inc., and Lion Vallen Industries. The solicitation is planned for release on an unrestricted basis and is anticipated to be posted on the Defense Logistics Agency’s DIBBS website in early 2018, where vendors must register and provide pricing based on FOB Destination terms. The contract adheres to regulations including restrictions under the Berry Amendment, which mandates that clothing and textile components be produced domestically unless exceptions apply. The documentation emphasizes vendor registration procedures on DIBBS, the importance of a Commercial and Government Entity (CAGE) Code, and the role of a DIBBS Super User in managing account access. Key points of contact for the contract include designated contract specialists and contracting officers.
