The project spans approximately nine to ten acres and involves CERCLA-guided removal and disposal of contaminated materials including in-water sediment, creosote-treated timber wharf remnants, and upland soils, followed by the construction of restored ecological habitats such as off-channel emergent marsh, intertidal benches, and riparian areas. Earthwork requirements are substantial, with 80,000 cubic yards of excavation and approximately 70,000 cubic yards of import and placement for upland cleanup, 65,000 cubic yards of excavation and 30,000 cubic yards of import and placement for in-water work, and 29,000 cubic yards of excavation and 10,000 cubic yards of import and placement for habitat restoration, including the planting of over 30,000 native plants under a specified planting plan. The pre-construction phase will begin with contract execution and 30% design completion by February 2027, leading to full design and permitting by Q4 2028, with construction slated from Q1 2029 through Q2 2031 and substantial completion targeted for Q2 2031.
