AI Contract Overview

The Naval Air Systems Command (NAVAIR) plans to award a fixed-price sole source contract to CFM International, Inc. for contractor support involving engineering investigations, assessments, and repairs related to premature engine failures in (2) P-8A aircraft engines. The contract covers the CFM56-7B27 A/E engines, which are the original equipment manufactured by CFM and integrated into the P-8A aircraft. The contract period is anticipated to run from February 2015 to May 2015. Due to the proprietary nature of design data, testing facilities, and technical expertise exclusive to CFM as the OEM and Design Authority, the contract is being procured on a sole source basis under statutory and regulatory exceptions because no other source possesses the necessary qualifications to perform the required redesign, certification, and repairs. CFM's unique access to all proprietary engine design and testing data allows them to conduct root cause analysis, redesign engine components, and update engine life limited parts to address the failure modes identified. Only CFM can submit FAA certification for design changes, emphasizing their critical role in ensuring the reliability and airworthiness of these engines. Interested parties without this expertise are invited to express interest and demonstrate qualifications, but this notice primarily serves to inform the market and determine if a competitive process is warranted. The Contract Specialists for the acquisition are Magdalena Guerra and Rodney Flowers at the Naval Air Systems Command.

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a fixed price sole source contract to CFM International, Inc, DBA CFM, The Power of Flight, 111 Merchant Street, Cincinnati OH 45246-3730, on a sole source basis for Contractor Support of (2) P-8A engine engineering investigations/assessments and repairs due to the premature engine failure. The planned period of performance of this effort is anticipated from February 2015-May 2015.This contract action requires expertise of the CFM56-7B27 A/E Engines. CFM International (CFMI) is the Original Equipment Manufacturer (OEM) of the CFM56-7B27 A/E Engines incorporated into the P-8A aircraft. CFMI and Boeing analyzed eight P-8A flight profiles during P-8A development and determined the Cycle limits as published in the Engine Shop Manual SM.10 Chapter 5. The mission analysis is Boeing proprietary data shared only with CFMI. CFMI shall use applicable analysis data in the EI/root cause determination. CFMI, as the OEM, has access to all proprietary design engineering data, engineering facilities, testing facilities, tooling, special-test equipment, and an employee base with the requisite knowledge and expertise necessary to meet the Navy's requirements. This requirement includes redesign of engine components and update of engine life limited part lives (listed in CFM Engine Shop Manual - SM.10 Chapter 5). As the Design Authority, CFMI is the only source that can change the Design if it is determined that a redesign of parts /manufacture process or unique coatings would prevent this failure mode. As the OEM, CFMI is the only one who can submit for FAA certification of design changes for the original OEM design parts. Therefore CFM is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time. This synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained. Responses shall be made in writing by e-mail to the attention of Magdalena Guerra using the contact information provided in this synopsis. MH-60R Airborne Low Frequency Sonar (ALFS) Weapon Replaceable Assemblies (WRA) Support and Sustainment
Solicitation # N0001926RFPREQAPM2990566
The Naval Air Systems Command intends to negotiate multiple sole-source orders with Thales Defense and Security, Inc. under a Basic Ordering Agreement spanning fiscal years 2027 through 2031. This agreement supports the AN/AQS-22 Airborne Low Frequency Sonar system for the MH-60R Multi-Mission Helicopter, covering product support, development, sustaining engineering, repairs, spares, and logistical services. The scope specifically focuses on Weapon Replaceable Assemblies, including the Transducer Assembly, Reeling Machine, and associated control and interface units, to mitigate obsolescence for the U.S. Navy and Foreign Military Sales customers. The first planned task order under this agreement involves a sustaining engineering evaluation of three Government Furnished Equipment Specialized Test Equipment benches. Thales Defense and Security, Inc. is identified as the sole source for this requirement because it is the U.S. subsidiary of the original designer and manufacturer, possessing the proprietary technical data, source code, and domestic facilities necessary to perform the work. While the government is pursuing a sole-source award, it is currently seeking capability statements from other responsible sources to verify market capabilities.
