Industrial Base Extension (IBex) Program Capability and Capacity Determination Support for Market Idices. IBex was developed to support DOD operations in remote or hostile environments where little or no commercial capability information is known or exists. Bolstering DLA’s ability to rapidly respond to shifting worldwide events, IBex’s strategic partnerships with industry experts allows government planners to leverage the expertise of the commercial sector, and to gain access to those commercial capabilities if required. Moreover, through IBex’s partnerships with industry and its Market Research reports, the program provides industrial base awareness over assets that can be utilized during a contingency or national emergency.
