Industrial Facility Verification Project

The Orange County Sanitation District (OC San) is seeking a qualified third-party vendor under solicitation CS-2026-739BD to conduct independent verification of 5,959 Tier 2 candidate facilities. This project supports the Industrial Waste Survey and Pretreatment Program by utilizing a GIS-based screening methodology involving Esri Business Analyst, SafeGraph, and Data Axle datasets. The selected consultant will perform tele-verification for 5,124 businesses in Tiers 2B, 2C, and 2D, and field verification for 1,337 businesses in Tier 2A to confirm business identity, operational status, and observable industrial activities. The goal is to produce a standardized, scored dataset that allows OC San to prioritize facilities for permitting evaluations and follow-up inspections. The contract is a Professional Consultant Services Agreement with a performance period of 120 calendar days from the Notice to Proceed. Awarding will be based on the best value proposal, with a mandatory requirement to have attended the pre-proposal meeting. Selected vendors must comply with California Department of Industrial Relations prevailing wage laws and maintain specific insurance coverages, including General Liability, Automobile Liability, Workers' Compensation, and Cyber Liability. Payments are set at Net 30 days following the approval of itemized invoices by the project manager. Proposals were due by October 26, 2026, and must include a technical proposal, a cost proposal, and an Iran Contracting Act Verification Form for bids exceeding one million dollars.
