Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.

Intent to Award Sole Source: Acoustical Society
Solicitation # IASS-AFRL-RMZB-2027-0002
The Air Force Research Laboratory Enterprise Strategies and Initiatives Contracting Division intends to award a sole source purchase order to The Acoustical Society of America (ASA) for institutional membership. This requirement, categorized under NAICS 813920, is designated as a simplified acquisition because ASA is the only organization capable of providing the necessary membership and publications to support the scientific efforts of 711 HPW/RHWS. This membership is critical for the United States Air Force to maintain an active, voting role on ASA and American National Standards Institute (ANSI) standards committees, specifically those concerning acoustics, mechanical vibration and shock, bioacoustics, and noise. The contract is structured for a base year with four subsequent option years, with an estimated annual cost of 15,000 dollars. Key deliverables include the integration of one primary and one alternate USAF representative for each accredited standards committee, access to the Journal of the Acoustical Society of America and other scientific publications, and the provision of training materials for standards development. Performance milestones include biannual update meetings and the dissemination and collection of ballots for voting members. Interested parties may submit capability statements or exceptions to the sole source intent to the contracting office by October 23, 2026.

The United States Air Force, AFLCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of Industrial Hygiene and Environmental Lead Accreditations. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 813920: Professional Organizations. Business size standard for NAICS 813920 is $15,000,000.00. The proposed source is American Industrial Hygiene Association (AIHA), 3141 Fairview Park Dr Ste 777, Falls Church, VA, 22042. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Wednesday, 14 Jan 2015, 1200 EST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Government requires AIHA to provide Industrial Hygiene accreditation and Environmental Lead accreditation because AIHA is the only known source that provides the required accreditations. The government requires on-site analytical testing of the Occupational and Environmental Analytical Services (OEHTA) laboratory. Laboratories performing industrial hygiene sample analysis are required by the Environmental Protection Agency (EPA) to be accredited by an appropriate accreditation body certified by EPA. The testing includes the following: 1. Industrial Hygiene Annual Fee to provide accreditation to the OEHTA laboratory. 2. Environmental Lead Annual Fee to provide accreditation to the OEHTA laboratory. 3. Environmental Lead Proficiency Analytical Testing (ELPAT) to include Paint Samples, Soil Samples, and Dust Samples. 4. Industrial Hygiene Proficiency Analytical Testing (IHPAT) to include Metals Samples, Organic Samples, and Diffusive 3M Samplers. Biennial Accreditation: 6. ELLAPANN - Accreditation Program, Environmental Lead 7. IHLAPANN - Accreditation Program, Industrial Hygiene The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in SAM prior to award for solicitations issued after 29 May 2012. You may contact SAM by telephone at 866-606-8220 or online at https://www.sam.gov. Any information should be e-mailed to daniel.bresnahan.1@us.af.mil no later than Wednesday, 14 Jan 2015, 1200 EST. Only inquiries/information received by this date will be considered. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "Industrial Hygiene and Environmental Lead Accreditations". Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files).
