Hill AFB anticipates the formation of a contract with one basic year and four option years for industrial water treatment for the steam boiler systems at Hill AFB. This requirement includes but is not limited to supplies, equipment, tools, personnel, supervision and technical support to perform industrial water treatment for all steam boiler systems. This contract is anticipated to be a competitive 100% small business set-aside per the SBA and is expected to be solicited at the beginning of December 2012. This will require pricing and a technical volume (including samples of the chemicals to be submitted separately), to be evaluated as lowest price technically acceptable (LPTA). The RFP will also include a generalized PWS (Performance Work Statement) for review by all interested contractors. Contractors shall submit a letter verifying all components and weight percentages of the products they will provide. Samples are also required from each of the treatment products prior to award. A pre-bid site visit will be coordinated to allow contractors to take samples providing their own vials. No date or time is currently available for this site visit. All text above is subject to change once the requirement is firm. This is only a brief overview of the requirement and how it will be competed. Please direct any questions or concerns to A1C Lei Yang.

F103--Boiler Water Treatment Program
Solicitation # 36C25227Q0019
Solicitation 36C25227Q0019 is a request for quotes from the Department of Veterans Affairs for a Boiler Water Treatment Program at the VA Illiana Health Care System in Danville, Illinois. This firm-fixed-price contract is a total small business set-aside, with additional preference given to Veteran-Owned Small Businesses and Service-Disabled Veteran-Owned Small Businesses. The scope of work requires the contractor to provide all labor, materials, equipment, and supervision to implement and monitor a treatment program for sixteen low-pressure steam boilers across six locations, as well as the monitoring and cleaning of one cooling tower twice per year. The contract structure consists of a one-year base period starting November 1, 2026, with four subsequent one-year options extending through October 31, 2031. Award will be based on the most advantageous offer, considering both price and technical factors. To be considered, offerors must demonstrate at least three consecutive years of experience in boiler water treatment, provide three examples of similar past performance, and prove the availability of required chemicals. Technical submissions must be kept separate from pricing and include a detailed narrative and performance schedule. Contractors are required to comply with specific labor standards, including prevailing wage rates for Vermilion County, and must utilize the Tungsten Network for electronic invoicing. Performance is restricted to normal business hours, Monday through Friday, and is subject to government inspection and acceptance.
