Request for Information (RFI) Unitized Group Ration (UGR) Process Description: Industry Capability Concerning the UGR Process Purpose: The purpose of the RFI is to conduct market research to identify industry partners who have interest for a potential Request for Proposal (RFP) for the assembly, storage and distribution of UGR Heat and Serve (H&S) and UGR-M Rations. It is anticipated that a vendor will hold the end items as contractor-owned material until such time as orders are received from authorized customers or DLA Troop Support (TS) Subsistence directs shipment to other destinations. This RFI is issued solely for information and planning purposes and does not constitute a formal RFP or a promise/commitment to issue a solicitation in the future. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI. All inquiries should be submitted to Nicholas McGinty at nicholas.mcginty@dla.mil. The Government will not entertain requests to meet individually with any vendor and will not respond to any telephonic inquiries in response to this RFI. Requirement: - 1. Ability to procure all components for both rations and have the capability to assemble and store these components/end items until an order is received to distribute the end item. End items will need to be assembled in advance of receiving an order and stored in the event of unplanned surges in demand. The end item inventory target is two months of supply for each item. . The estimated annual requirement for the UGR H&S is 215K modules. The estimated annual requirement for the UGR-M is 23K modules. The list of current components for each end item with a breakdown by specific module is provided on the attachment to this RFI. The items that are retorted or cooked that are included in these end items will be purchased from another vendor. - 2. Assemble the components into the specific end item being ordered. This information is also on the attachment to this RFI. - 3. Store the end items for a period of 30-60 days after assembly, if necessary, or ship directly to a customer or other destination as provided by DLA TS Subsistence. A quantity of the completed end items will be shipped to DLA Distribution sites in Tracy, California and/or New Cumberland, PA for storage and distribution. The customer will determine the delivery date but on average it is 10-15 days. Responses: Vendors interested in providing a response should do so by email. The response should include the capabilities of your firm to meet the above requirements along with any related experience in this area. Responses should include any estimated costs associated with this initiative including costs to assemble, store and ship end items. Please provide the estimated cost of each end item module. Additionally, please indicate if your firm is large or small as defined by the applicable NAICS code for this effort. Please have the subject of your email response read "UGR Process". Responses should be sent to nicholas.mcginty@dla.mil and be received by May 8, 2019 at 4:00 pm EST. Proprietary information or trade secrets, if any, must be clearly marked on all materials. All information received that is marked as Proprietary will be handled accordingly. All submissions become the property of the Government and will not be returned. All Government personnel reviewing responses understand their responsibility for proper use and protecting from unauthorized disclosure of proprietary information as described in 41 U.S.C. 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly marked.
