***REVISED*** SPECIAL NOTICE: VIRTUAL INDUSTRY DAY FOR FIBER REINFORCED POLYMER MANUFACTURERS, DESIGNERS AND INSTALLERS The US Army Corps of Engineers, Huntington District, is hosting a VIRTUAL Industry Day on Wednesday, March 5, 2025, at 10:00 a.m, regarding the design, fabrication, delivery, and installation of fiber reinforced polymer miter gates at several Ohio River Lock and Dam Projects. The Government seeks feedback from engineers and fabricators with experience overseeing complex projects, which will be used for preliminary planning purposes. This Industry Day will be an excellent opportunity for contractors with NAICS codes 326199, 325211, for the manufacturing of FRP; and firms providing design (NAICS 541330), as well as contractors providing installation (NAICS 237990). This effort is to help shape upcoming requirements and to virtually meet the USACE team. Manufacturing, Constructiuon and Engineering firms with experience in FRP work are highly encouraged to attend. There will also be discussion where the Government will be seeking feedback regarding design, fabrication, delivery, USACE or contractor installation, and site preparation for this work. Please contact Eileen Hodges to confirm your attendance on Wednesday so we can send a link to the virtual meeting to each of you. I will need email addresses for all attendees from your firm. Email or call me at: Eileen.S.Hodges@usace.army.mil or 304-399-5632. This is a market research effort to assist the Corps in developing plans and specifications for the design, fabrication of custom fiber reinforced polymer supply items, and installation to modern industry standards and potential methods for fabrication/installation of the units. Subject to change, but we are aware of needing upgrades to projects such as the Racine Locks and Dam Miter Gates. More information will be provided early next week. Disclaimer: This event is not considered to be a solicitation announcement nor offer of contract and is not to be construed as a commitment by the Government for any purpose.

Winfield Locks and Dam Major Rehab Industry Day
Solicitation # W91237-27-SN-0001
The Winfield Locks and Dam Major Rehabilitation Project, managed by the U.S. Army Corps of Engineers Huntington District, is a comprehensive infrastructure modernization effort designed to extend the facility's operational life by 50 years. The scope of work includes the full replacement of five standard roller gates and one specialized flap gate, along with the rehabilitation of 1930s-era electro-mechanical drive systems. Critical structural repairs involve replacing the post-tensioned Tainter Gate anchorage system due to stress corrosion cracking and proactively replacing the Main Lock Miter Gate anchorages. Additionally, the project encompasses the replacement of the Dam Service Bridge, modernization of electrical service distribution and SCADA systems, and the replacement of worn components within the Main Lock Emergency Gate Machinery. To facilitate this effort, an Industry Day event is scheduled for November 02, 2026, featuring a presentation at the Winfield Community Center and a site walkthrough at the Winfield Locks and Dam. Interested prime contractors and subcontractors must register by November 01, 2026, at 12:00 PM Noon. The event includes opportunities for in-person one-on-one meetings for prime contractors on the day of the event, with virtual sessions available for all partners starting November 03, 2026. Technical requirements for the project include strict adherence to ASTM A578 for ultrasonic inspections of plates and AWS D1.5 for reinforcing fillet welds, with specific performance testing required for bar anchor installations.
