MOBILE SENSORS OPERATIONS AND MAINTENANCE (O&M) FOLLOW-ON INDUSTRY DAY SEE PARA. 6 BELOW FOR RESERVATION REQUIREMENTS. 1. Headquarters Air Force Intelligence, Surveillance and Reconnaissance Agency (HQ AF ISR Agency) in support of the Air Force Technical Applications Center (AFTAC), Directorate of Operations, Patrick Air Force Base, Florida, is hosting an Industry Day for the Mobile Sensors Follow-On contract scheduled for 24 Apr 2014. The primary purpose of this Industry Day is to elaborate on the technical requirements of the O&M Follow-On effort. All personnel attending this event must be United States citizens and possess a valid Secret security clearance. 2. This is NOT a Request for Proposals. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The government will not assume any liability for any contractor expenses for responding to this notice. 3. The Air Force Technical Applications Center provides oversight for operations and maintenance of two mobile radar systems that operate worldwide: - COBRA KING - an instrumentation radar platform, installed on the United States Naval Ship (USNS) Howard O. Lorenzen (TAGM-25), capable of gathering extensive radar metric and signature data, which operates worldwide providing high-quality, high-resolution multi-wavelength radar data to numerous customers. The instrumentation platform consists of two radar systems; a S-Band actively scanned phased-array radar and a X-Band actively scanned phased-array radar, that are controlled by a common back end computer mainframe. o Both radar systems are state-of-the-art solid state technology - acquisition completed in 2014. The S-Band is a one-of-a-kind acquisition with no foreseeable future acquisitions using this design/technology. The X-Band, although unique, is based on technology developed for existing radar systems. Demonstrated intimate knowledge of the technology used to design, operate and maintain these radars and subsystems is a must for any successful proposal. o The software for integrating these two radars into a single system is unique. o The S-Band turret, weighing approximately 250 tons, consists of a phased-array antenna with 15,360 active elements called Transmit/Receive Modules(T/R), driven by 60 Multiple Sub-array Assemblies (MSA), and controlled by an Array Controller interface to the Common Back End (CBE) computers. The S-Band transmit and receive electronics are located within the turret and consist of the Receive Antenna Manifold(RAM), the Transmit Antenna Manifold(TAM), the RF Beam Former(BF), the Array Controller(AC), and the Receiver Exciter(REX). o The X-Band turret, weighing approximately 250 tons, consists of a phased-array antenna with 11,920 active elements, driven by 48 Sub-array Electronic Assemblies (SEA), and controlled by the Beam Steering Control (BSC) interface to the CBE computers. The X-band transmit and receive electronics are located within the turret and consist of the Beam Steering Control (BSC) and the Receiver Exciter (REX). o Both the S-Band and the X-Band antenna turrets consist of elaborate servo systems, controlling numerous Azimuth/Elevation drive motors for instantaneous slew. - GRAY STAR is an instrumentation radar platform, installed on the USNS Invincible (TAGM-24), with a primary mission to collect metric and signature data on tactical ballistic missiles. Signature data collection includes wide and narrow bandwidth radar data at both S and X-Band. High pulse repetition rates, along with wide bandwidths, support detailed analysis of tactical missile dynamics. Surveillance and target acquisition are performed at S-Band, using the mechanical scanning of the 5-meter dish antenna. The S-Band radar uses 4 Traveling Wave Tubes (TWT), while the X-Band radar uses one X-Band TWT. The antenna uses a dual-band feed to transmit both S and X-Band energy from the same dish. The S and X-Band system elements, together, produce a robust data collection system. The O&M contractor is responsible for the following systems/subsystems (hardware, firmware and software): COBRA KING S-Band Phased Array Radar X-Band Phased Array Radar Operations Control Center (OCC) Radar Common Backend (CBE) Mission Communications Center (MCC) - HF/VHF/UHF Radio Systems - UHF/SHF SATCOM Satellite Systems - Message Processing Center Calibration Balloon/Weather System Miscellaneous Support Systems GRAY STAR Dual S and X-Band Dish Radar Radar Instrumentation Center (RIC) Transmitter Control Center (TCC) Mission Communications Center (MCC) - HF/VHF/UHF Radio Systems - UHF/SHF SATCOM Satellite Systems - Message Processing Center Calibration Balloon/Weather System Miscellaneous Support Systems 4. Personnel: The services to be acquired for the O&M Follow-On effort are primarily concerned with the maintenance, operations, logistics, and sustainment of these two seaborne radar systems. Maintenance and operations of the two systems will be accomplished by an onboard crew. All contractor personnel shall possess a minimum of a SECRET clearance at contract award. Certain positions (i.e., communications personnel) must have TS/SCI clearances in place at contract award. - Experience: The small cadre of personnel certified to operate and maintain these systems are the key to operational success. The contractor will be responsible for ensuring all employees are properly trained in these specialized systems. - Conditions: Personnel assigned to the ships will be required to act independent of shore-side support if required. Deployments can extend out to 45 days at sea. In-port periods are often limited to less than 72 hours. Mission capability is required up 24/7/365 - schedule is not set as it is dependent on emergent real world activities. 5. Information provided or discussed by attendees must not be company proprietary or business sensitive information. Any information or ideas shared during this program brief may be used to develop the O&M technical and acquisition documents. 6. E-mail reservations will be taken for a maximum of three (3) people per company on a first-come, first-served basis. Send your reservation to our POC, Mr. Randy Smith, e-mail address: Randal.Smith@US.AF.mil no later than noon, (Eastern Time) on 18 April 2014.
