AI Contract Overview
The Naval Sea Systems Command is soliciting industry design studies under solicitation N00024-16-R-2207 for the T-ATS(X) Towing, Salvage and Rescue ships. These vessels will replace the existing T-ATF and T-ARS 50 class ships to serve as the primary open ocean towing assets for the U.S. Navy, with additional capabilities for salvage operations and submarine rescue support. The Navy seeks state-of-the-art, commercially available vessels classed by the American Bureau of Shipping or an IACS member. Mandatory technical requirements include a minimum bollard pull of 130 short tons, ABS DPS-2 Dynamic Positioning or equivalent, and at least 5,000 square feet of unobstructed deck space. The acquisition is structured in two phases. Phase I consists of multiple firm-fixed price contracts for industry studies to evaluate price caps, desired features, and cost drivers, with a performance period of approximately 100 days. Eligibility for Phase I is limited to offerors with an existing commercial parent design and appropriate construction facilities. Phase II will involve an unrestricted competition for detail design and construction, planned for award in FY 2017 with lead ship delivery expected in FY 2020. Participation in Phase I is not required to compete for the construction phase, and awards will be based on best value to the government.
