The project involves the development of a prefabricated wet concrete ready-mix batch plant located at 2021 Lendell Lane in Roseville, California. The scope of work includes the construction of a 4,320-square-foot office with an integrated caretaker's unit, aggregate storage using concrete masonry unit bunkers, a storage container, and comprehensive site improvements such as parking, lighting, and landscaping. To facilitate this development in the M2 General Industrial zone, the project requires a Design Review Permit for architecture and site design, an Administrative Permit for the caretaker's unit, and a variance allowing two batch plant silos to exceed the standard 50-foot height limit by 2.5 feet. The project is governed by the City of Roseville and adheres to California Environmental Quality Act guidelines, having received a Mitigated Negative Declaration stating no significant environmental effects. Key operational requirements include the employment of a CARB-certified Environmental Coordinator to monitor emissions and strict adherence to Placer County Air Pollution Control District regulations. Specific mandates include a five-minute idling limit for diesel equipment, the use of ultra-low sulfur diesel fuel, and the installation of power outlets at loading docks.
