The City of Laredo has implemented a local vendor preference ordinance (2018-O-175) that grants a 5% evaluation advantage to local vendors for all informal and formal bidding processes. Vendors are encouraged to submit proposals electronically via Cit-E-Bid or in person, with mailed, telegraphic, email, or facsimile submissions being disallowed. The current solicitation pertains to an informal bid for ornamental sign poles intended for Districts III and IV, with a posted date of July 3, 2025, and a response deadline of July 28, 2025. The project falls under NAICS code 332323, with a contract size estimated between $50,000 and $150,000, and is managed by the City of Laredo in Texas. The primary contact for this solicitation is Griselda Hidalgo, reachable via email or phone. The procurement process emphasizes compliance with conflict of interest disclosure laws, requiring vendors to complete and submit the Conflict of Interest Questionnaire (Form CIQ) within seven days of contract discussions or submissions related to city business. Multiple detailed instruction documents guide vendors through the proper completion of these forms, ensuring transparency and adherence to Texas ethics statutes. The solicitation process is structured to promote fair competition, with clear deadlines for questions and proposal submissions. Additional documents include various bids and requests for proposals from other jurisdictions, covering services such as recycling processing, construction projects, equipment procurement, and cooperative grocery purchasing, illustrating a broad scope of municipal contracting activities.
