INFORMATION COMMUNICATION AUTOMATION TECHNOLOGY (ICAT) NETWORK EQUIPMENT FOR THE UXBRIDGE REDEVELOPMENT PROJECT

Oak Valley Health is soliciting proposals for the Information Communication Automation Technology (ICAT) network equipment as part of the Uxbridge Redevelopment Project. The successful proponent will provide a complete, tested, and operational network system supporting clinical, operational, administrative, security, and communications requirements. The scope of work encompasses the supply, installation, and integration of data communications network equipment, telephone systems, and Wireless Access Systems (WLAN) for the Uxbridge Hospital and specific areas of the Markham Stouffville Hospital. The system must be a converged IP-based network designed for current needs while remaining flexible for future technology growth. The contract is governed by the laws of Ontario and is structured as a Master Service Agreement with options to renew for three additional one-year terms. Proponents must meet mandatory minimum qualifications, including specific certifications such as CCIE Collaboration for Voice/IP Telephony Engineers and BICSI or manufacturer certifications for Installation Leads. Evaluation is based on a combination of technical scoring and a financial ratio methodology, where the lowest evaluated price receives maximum points. All active equipment and spare parts must be delivered in original manufacturer packaging with strict labeling requirements, and the vendor must implement a comprehensive quality-management approach to reach substantial completion. Pricing must be quoted in Canadian dollars and include all associated costs, with specific requirements to identify percentage increases for years eight through ten.
