The U.S. Department of Education, Office of Federal Student Aid, is soliciting quotes for a commercial off-the-shelf software product and maintenance to archive financial data for its Financial Management System. The required solution must be comparable or superior to Applimation Informia software, integrating with Oracle Financials 11.0 to reduce production database size and improve performance. The software will be hosted at the Virtual Data Center on specific HP UNIX hardware and must be Section 508 compliant. Key functional requirements include the ability to retain data for at least 10 years, provide General Ledger data within two days, and offer supporting financial data within two weeks. Interested vendors must provide a comparative matrix of features, a quote for licensing and maintenance including two one-year option periods, and a free seven-month demo copy for government evaluation. While the government is interested in small business sources, this is not a set-aside solicitation. Award decisions will be based on a best-value determination, weighing technical functionality and total pricing, including integration and implementation services, with equal importance.

Interested parties shall submit their response via electronic mail to individuals identified below in the specified format: A. Comparative matrix of features and functionalities between the proposed product(s) and current licenses including initial cost for integration/implementation services (MS Excel format and not to exceed 5 pages). Quote shall be valid for 180 calendar days from the date of submission (MS Excel). C.
