Initial Study No. 8841 and Unclassified Conditional Use Permit 3840

This project involves Initial Study No. 8841 and Unclassified Conditional Use Permit 3840, submitted by applicant Tanya Moore to the County of Fresno. The proposal seeks to establish a Special Event Facility on a 39-acre parcel located on the south side of Highway 180 (E. Kings Canyon Rd.) at the southwest corner where S. Reed Ave. turns into E. Kings Canyon Rd. within the unincorporated community of Minkler, identified as APN 333-220-79 in Supervision District 5. Environmental evaluations conducted for the project conclude that the facility will have no significant impact on aesthetics, air quality, or biological resources. While some impacts to cultural and tribal resources were identified, they are considered less than significant with the application of specific mitigation measures. Public notice of the intent to adopt this declaration was published on September 18, 2026, with a public comment period running through October 19, 2026, and a public hearing scheduled for October 22, 2026.
